    static HTML with a sitewide template

    You can update entire site with Dreamweaver.

    Quite simple. If you need example, tell me something to add sitewide, and i'll have it done and uploaded within 20 minutes ( if it weren't a wireless connection i'm on currently, i'd say 10 minutes )
