Your budget is way to low, considering you are asking for 1/3 of a 1800 a month service not even including a server. What is this server going to be used for, what specs do you need, you will need to make your budget closer to around 500 to even get a serious offer.
Kevin is right, there's no way you'll find a dedicated server or any kind of server with that kind of bandwidth for that cheap you're looking at $1000+ just for bandwidth and burstable pipe, not including the hardware
The budget is a bit too low, however the statements of 1800$+ are even more wrong. An average 100mbit flat fee (33000GB traffic monthly) will cost you between 300 and 500 EUR monthly. In Amsterdam that is. I have PMéd you an offer.

uhhh 100mbit unmetered means there isn't a limit. then you say 30TB in and 30TB out? You're contradicting yourself.
100mbit = 12.5 megabyte/s. 3600 seconds in an hour, so 3600 x 12.5 megabyte for the houirly transfer. 24 hours in a day so 3600 x 12.5 x 24 and then 30 days, so: 3600 x 12.5 x 24 x 30 = 32400000 MB Divide this by 1024 for the gigabyte amount and you will get: 31640,625 GB per month. This is the 30TB he is talking about. And he is right about that. A 100mbit connection cannot transfer more than 31640GB monthly. (30.899TB)
Its really around 32TB/mo. I think what he was trying to say was that you could sustain 100Mbit for an entire month. Regardless, the bigger question is, how on earth can someone offer 100Mbit sustained to one person for $130/month? That's the question I would be asking. I pay thousands wholesale for that same bw. There is just no way. I sometimes wonder if what people offer here is pure BS, or they just really do not know any better? Maybe I should just by those 100Mbit pipes for $130/mo. and retire.
You are actually right about that. The wholesale price for a 100mbit flat fee would be in US dollars 1000$ on an average market. In Amsterdam (most powerfull internet location worldwide) it is a bit cheaper, but still no where near the 130$ /month. If I buy bulk (this means I would buy alot of 100mbit servers, so multiple gbits) I could get it for clients between 250 and 400 EUR / month depending on the type of server. This would be around 400 - 650$. However, I do know about cases (1and1, Leaseweb) wich pay alot less for their traffic. The costs for them are alot lower. This is because they buy it bulk. But I know for a fact there are no networks on DP here (yet) with the 150gbit + power. So I think we can count that possibility out.
