I sell backlink services, in our new packages we do: Press release Unique Article distribution one-way links directory submissions If you've got money you're better off letting someone like me take care of it, if you've got time then do it yourself. I think most people outsource backlink building because of the time it takes, not because they lack the skills. Even if you do pay someone else to build links you should always be trying to connect with others in your niche etc to find high quality backlinks on their sites.
Of course, there are plenty of people offering their backlink services on forums such as this. My advice, start small and go from there. Be careful to require, not just any link, but the types of links that you really want. Do you want links included on pages with a hundred Viagara links? Personally, those aren't for me. I wouldn't stop at article submission. Stevie has some good looking services, I'd check out some of the profile link builders as well.
