That's mostly an issue of cost, but the "stability" of both PR7 rankings is also an issue.

How to determine the "stability" of an PR7 domain? With strong backlinks?

If I only buy the PR7 domain but not buying the whole web site, is it possible that PR drop in the next Google updated?

Examine each of the inbound links to the domain. Are those pages being updated? Are those links likely to be removed? Have they been removed already?

    That is definitely possible.

If someone is selling PR7 link and the maximum links are limited to seven for that PR7 page, does it means that it's only a PR1 link?

What do you mean by old pr7 domain?

    Is it expired?

When you are interested to buy PR6+ links {juice} then you must check the base of that PR. You can check it thru backlinks.

Backlinks must support the face PR number. Otherwise that PR is going to get down in next pr update mostly.

If the old PR7 domain has more powerful backlinks I would go for it.
How much does it cost a PR7 domain?

PR is logathimic, like earthquakes. :D

Google hasn't published the exact numbers, but a PR7 is worth roughly 8 times as much as a PR6, which is worth roughly 8 times as much as a PR5, which is worth roughly 8 times as much as a PR4, which is worth roughly 8 times as much as a PR3, which is worth roughly 8 times as much as a PR2, which is worth roughly 8 times as much as a PR1.

What is the cost of each ?
Is the domain brandable - related to your niche ?
Did you checked the validity of the pagerank ?

But when I'm not the only buyer to buy the PR7 link from the seller, does the effect of the link divided by the number of buyers?

    PR 7 / 7 buyers = PR1 link??

In other words, does it worth that much when it is a PR7 link for many buyers?

If the links it's not related to my business, is it still worth to buy that PR7 link?

    1) It MUST NOT be expired.
    2) MUST HAVE operational history in the same niche for which you want to use it.

    1) It MUST NOT be expired. Why?
    2) MUST HAVE operational history in the same niche for which you want to use it. If the PR7 domain I buy is not related to my business, does it still have the same effect when I link back to my other domains?

Because its most likely to go straight to PR ZERO.

No it will have minimal effect you would not enjoy the glory you wanted.
