Business development is a huge niche.
Its imposiible to learnt it all.
You need to state which niche you interested in for example if you interested in business marketing, you need to join marketing forum such as netmarketingforum

You should choose a niche first and prepare your business plan.

    OP,

Depending on where you are located, your community may have business economic development centers (often large colleges have this available to the community) that will help you get a small business off the ground with planning and such. Also, you might want to checkout a library for books on business planning. Alternatively, if you are in the U.S. you can checkout http://sba.gov/

Yes, or check out SCORE - these are volunteers who ran/owned companies who will help you out for free.
