Bush Admin: Caught For More Unconstitutional and ILLEGAL spying!

Question: Is this dealing with the program in whole or does it distinguish the difference between tapping phones going outside of America vs those that are domestic?

I remember listening to the Senate conference, and hearing we don't need any sort of warrants to tap conversation going outside of America. The debate was whether or not the admin was doing domestic tapping without warrants. I'm curious what the opinion was....

It will have a lot of room to appeal, so I'm not quite sure it will stand as-is...
