    With such questions, do not trust anyone but google to answer it..

    Maybe you'll find someone that said that google said yes/no, but when you ask them you get a different answer.

    Always get answers from google to be on the safe side.

    Actually the anser is quite easy. Im not familiar with those two programs but as long as they aren't contextual, they are allowed.

    They are both allowed. Valueclick and Burst Direct display non-contextual banner ads.
