I am trying to bump a domain to a guy in the UK who has a Godaddy account, but Godaddy will not let me transfer the name without entering a state!

Does Godaddy allow transfers to account holders outside the US and Canada?

Yes, actually you can. The first thing you do is change the 'Country' to 'United Kingdom' then the screen will refresh the list of compulsory fields from 'State' to an optional 'Province'. Then that should allow you initiate a transfer.

Same thing from Canada but their 'Province' field is a dropdown box which is compulsory.

    Thanks for the help everyone.

It seemed like I was making a stupid error. I forgot to change the user's country to the UK.

Nationality makes not difference in the process and the final user may change any whois detail as soon as the domain is pushed.
