1- more high pr will get your page to more pr.
2- social book marking is best working for me and many other people.
3- blogging comment still works, but on a low marking. google didn't gives much importance to these links
4- article marketing is the best way ever. try 2 to 10 articles a week. but the more articles the more result.
5- it depends on what type of you link backs have quality? have high pr? have uniqueness? all effect, no one can guess.
