Building PR. An Art, or a Science?

    Hey all,
    Basically what do you guys think? I've heard stories where 1 good backlink (pr7) can get your site to pr3. Also others where 1000s of links and you just get pr1.

    Whats the deal here? Is it possible to make an educated guess or some sort of pr strategy or is it just too arcane?

    because Google spiders / algorithm has some factors to consider in ranking a site's PR. Total no. of links is not the only factor here bec. what matters most is the quality of the links

    It's not easy or cheap ... if it were, every dousche here would have pr10's. Here's what it comes down to:

    You must have either lots of time (To build links) or money (to buy links)

    Simple.
