Not all backlinks are created equal, there are many factors when getting backlinks, if a link is relevant to the site from a high PR site then that could potentially outrank several non relevant low PR site backlinks. There is much to it than just numbers, simply creating quality is great if you are willing to wait a while for results.

You can build good links using bookmarking service and writing articles. But don't be spammer writing articles couz only first link is counting. I mean that google is indexing and giving some juice only to first link.
