Building link too fast causing SERP downgrade

I have a 6 month-old PR 2 site. Last month, it has a few keywords in Google's 40s position. I hired people to make 1000 dir submission for this site. Two weeks ago, the rank went up to 30s. I checked it today. It is in the 60s position. During the period, 100 more BLs were picked up (based on Yahoo's numbers returned by the SEO tool).

Am I building links too fast causing the downgrade? Or the SERP fluctuation is normal? Any suggestion what I should do now? Continue Link Building?

More than the speed of link building it is the pattern of link building which cause the drop is serps. The process of link building needs to be (or look) as natural as possible. So the link building process should be over a period of months and not days.

    Yeah.

There must be some correlative effect for sites which grow extremely large really fast.
Eg Fox puts up a website for its new movie - thisnewmovie.com
Its bound to get many thousands of backlinks in weeks/days, but it will also get the natural traffic to match.

Just wait and see if you come back up. 1000's of directory submissions does not seem like a balanced link building strategy.

Try and keep it natural and consistent.

Maybe in Google's eyes, somebody else deserved that spot. Keep an eye on the rankings for a few weeks and see whether it stays in the 60's, comes up or goes down further.

What I noticed is that some new sites get quickly picked up in ranking then later drop from google's SERP

if you build links to fast it looks unnatural and like spam, so it may take 3 months to regain your serps.
