Nice list, well done! I would add that Podcasts and RSS submissions deserve mention as well as backlink sources. I didn't see those in the article, I think you can also work to combine your content creation methods with RSS and social bookmarking for maximum results.

I think it is effect link building, especially when its 3 way. With regards to PR - its not definative as I made clear but a useful indication. In SEO anything can change and we will all have to adapt. So you could apply your second comment to any SEO practise. Thanks for the reply.
As I said, PR is not something to bank on but can be a good indication. I also said on most points regarding a "high profile" site, not a high "PR" site. Maybe I should make that clearer. What I mean by high profile is a busy/well regarded site, which naturally will hold more value if you obtain a link from there. Not actually PR. I must admit I did mention PR once as it "can" generally be a good indication.
That was a good read. I agree with you on most of it, as I myself have most of that written down as a refernec for myself. It would be a excellent guide for new Link Builders, it well set them off in the right direction.
