Building a link site, have a question...

I am building a site that lists hundreds of links for a specific industry...where to find this, how to do that, and so on, to be a resource for said industry.

A friend who is knowledgeable (or at least, more so than me) in seo said that a link site could get frowned upon by Google. Is there a better way to do such a thing so it comes across as legit? (Because it is, this is a real site, to be a real resource). If it helps, all (or at least most) of the links are obviously related to the same theme.

Also, is there any reason to "No Follow" the links, or is it ok to leave them in standard format?

    Many thanks in advance,

    Hugh

I actually envisioned something more along the lines of just useful links, similar in concept to www.ceoexpress.com.
