My site is currently on page 30 for a keyword I optimised my website for. There are articles on the first page so it shouldn't be too difficult to get the site on page 1. He is saying 1st page, the first page doesnot mean the top rankings, could be in the last position also in the first page But still $15 is extremely low. And well the price depends upon the keyword's SERPs, sometimes the keywords are very competitive the clients should understand that.
I think it's reasonable because I'll be doing half the work aswell or maybe even more. I'm writing articles and will be building linkwheels myself. That might even be enough. I just need a little extra help. If you're maybe an American or Brit or whatever $15 might not be acceptable but for someone living in a country where the wages aren't so high it's not too bad. If you think it is then you just don't offer.

although this is funny, you should leave the person alone. She did not ask for your advice or judgment. She offered a job and price. If you cannot do it, just bail out... Who knows, may be she would find some one to do the job.
