I have $200 to spend on backlinks and advertising, and I have 9-10 sites.

What would you recommend buying with this to increase PR and get more traffic?

Before spending, have you tried getting as many free links as you can?

I dont blame you, i have mega cheap permanent listings on 4 directories of mine available, but im guessing your looking for places other than directories now, to get a good mixture of backlinks from various places.

There's no place like the Buy-Sell-Trade forum. Under the category 'Services' you'll find loads of guys (and girls!) submitting to directories and the like for very very competitive rates - must be said their level of work is better than that of such other sites which you pay $100+ for 'guaranteed' links. I recently got 1000+ directory submissions for $18 from DP. And received at least 200 e-mails confirming my link has been accepted. Bearing in mind not many directories actually e-mail to confirm submission or activation - and the number of links my site has goes to show this;)

Oh, and don't buy sitewides, unless it's for advertising on a particular niche site - and keep away from 'buying for PR', that'll save you a lot of money.
