First of all you make a campaign and set its rat high like 7/10 6/10 9/10 these ranks very high and your site come up first number in googel.com search engine try it once
If you're talking Adwords specifically, use the keyword tool and enabled the "approximate CPC" column and use those numbers. You can also tie that in with the traffic estimator tool's cost numbers. The easier way is just to set a high default bid, plug the keywords in and wait a day or so. Then go through and lower your bids to the "estimated top of page bid" (also needs it's column activated) and use those numbers. If you're not talking about Adwords, your question is still very broad.
You can use keyword spying tools to check out what the top rank in Google is ranking for, and what kind of link juice they have behind it to back it up. With this information, you should find a site that will be easy to rank in. Choose a micro niche. There is tons of information on those online, so just search how to find a micro niche. This is what you need to get to the top spot in Google with minimum effort in the shortest period of time.
How on gods earth have you managed to come up with that figure when we don't even know the niche the OP is targeting?! Dependant on the answer to that question, it may cost $100, or quite easily in excess of 6 figures. WebDev
Freaky speaking, it highly depends on the keyword competitive. And no one can actually guarantee to get rank at #1.
It's better to do research before getting a budget , you need to think of it completed in every aspect. Give out a completed plan then , budget will come out easily. Hope this helps.

It really depend on the keyword that you're targeting. It could be anywhere from $100 to $10,000 depending on how you develop your website in terms of content and backlinks around the keyword that you've chosen.
Depends on what keywords and genre you are targeting...even then there's no 24/7 guarantee to dominate position #1. We were spending $10,000-$15,000 every month targeting keywords relating to auto loans. Each click (with a good CTR) were averaging between $4-7/click. I created a virgin account targeting the same keywords and the average was $6-$9/click until our CTR became accurate. In any case... though we were primarily #1 in a targeted region we never displayed a full 24/7 and we often hit our cap.
