Budget Optimizer Options

I have a specific budget allocated for an Adwords campaign for the month, but I have been trying to fine tune my campaign to reduce the CPC. I have also employed a few negative keywords for the first time in an campaign.

Things are moving in the right direction as I have doubled my CTR, but I have noticed something. The number of impressions has dropped dramatically, leading to my spend reducing proportionally.

At the moment I have Budgeting Option set with a 30-Budget, but also a maximum per-click figure in place. Should I change to the No Click Limit Price to try to increase the number of impression, or will this not give the result I desire?

If I leave the settings as they are I won't use my monthly advertising budget. This in itself is not a problem (when would spending less money ever be?) but I would like to try to utilise my budget to the best of my ability.

Currently I am steering clear of the direct, obvious and expensive keywords for my niche, unstead opting for very specific but less obvious keywords. In doing so I am getting an average position of 3.7 across the campaign for a relatively low average CPC (0.27). Currently my CTR is 0.48% :(

Can anyone give me any pointers on how to increase impressions (any insider secrets on improving CTR would also be warmly welcomed) using the same good value for money keywords, or am I heading in the wrong direction with my theory?

Increase your CPC so you get a higher position.

If you want to increase impressions, find some more keywords to bid on. Use Google's Keyword Tool for ideas.
