Buying Budget $100 or maybe more - Design 12 Static HTML Pages

Hi there, thank you for looking at this thread, here is the requirement, i'm a programmer but not a designer, so i occasionally needs someone with a good knowledge of CSS + Jquery to deliver a good website design.

Here is a brief introduction :
Basically we need to design a static portal, the portal theme is educations, but not for college. The website system is divided into three general sections.

1. The Portal, the design consist of 3 static pages :
   1. The Index / Home page, http://yohanip.co.tv/bpk/
   2. The search result page, this page should consist of the search result listing, divided by categories
   3. The single article page, http://yohanip.co.tv/bpk/artikel/judul-yang-sangat-panjang-sekali-1
2. The E-Learning Portal, the design should consists of 6 static pages:
   1. The index / Home page : http://yohanip.co.tv/bpk/e-learning.htm
   2. The search result page
   3. The "bidang" page : http://yohanip.co.tv/bpk/e-learning/bidang/show/11.htm
   4. The "artikel" page : http://yohanip.co.tv/bpk/e-learning/materi/show/2.htm
   5. The "FAQ", "Referensi", "Kamus/Glossary", this is the tabs on the "artikel" page
   6. The last is the "Interaksi" page, this tab should be minimalistic and and looks like Facebook wall
3. The Admin Area, the design should consist of a UI that is seems as lightweight and not heavy. Minimalistic design. Your delivery should consist only 3 static pages :

The pages on http://yohanip.co.tv/bpk is only an example, I'm very much open if you have any other layout different from presented from the original design (which is very standard) please hit us with your best design..

The design should be clean CSS, compatible with Opera, IE 6~8, FF 3.x, Chrome, and reflects a more educations look and feel.

another note : please do not use flash, please do kindly use JQuery for the animations if there are any.

The deliverable should only be :

1. *.html
2. *.css
3. the images used in the design
4. Javascripts (if any please use the JQuery)

please specify your price and an estimate of delivery time, and sometimes we need to tweak an area or two based on the client request, would you be willing to provide those fix in the near future?
