It is against the law to have someone hack any webhosting company and take personal information from clients or any website for that matter correct?

Here is another thing, is it illegal for them to post on a forum that they obtain about them hacking websites and how to hack a site etc?

No it is not illegal to post that sort of information, although most hosting companies do not allow such material.

Freedom of speech would be used in this case that the individual can write and release whatever information he wishes, but what they or someone do with the information can be where trouble is caused.

If it was illegal to know such knowledge them the United States entire FBI Analyst Division would be in a federal prison.

any hacking is illeagal for what ever reason (white hackers are hired as an execption) but for information to be seen by someone they have to go through the proper channels. In the UK there is the freedom of information act which is often used. These laws can help but do not cover something such as personal details or that can risk national security.

Still isn't right you know. How do you think all of these websites feel after these people hack them? And then openly discuss it and teach it to others you know. Its just....sad.

You need to broaden your definition of hacking. There are a lot of meanings many of which are not illegal whatsoever.
