That's true without a doubt. If you were the site visitor and found all links are broken link leaded you to 404 Not Found or 403 Error pages, then what would you think about that site? That could be a bad experienced and Google does not want to deliver the result leaded to the poor internal linking structure websites. You can check this easily via Google Webmaster Tools. It would show all crawling problems, including page not found and link error.
