    ............. British Foreign Secretary David Miliband has suggested that Russia should change its constitution to hand over Mr Lugovoy after Moscow said it could not hand him over to British authorities as such a move went against the constitution.................
    "What they are proposing is a throwback to the colonial mindset. They forget that Britain is no longer a colonial power and that Russia was never their colony," Mr Putin said.......
