Britainâ€™s foreign secretary, David Miliband, suggested that the U.S.-led war on terrorism may have "done more harm than good" as he issued a sharp rebuke Thursday to the outgoing Bush administration and its approach to fighting extremism. His speech at the Taj Mahal hotel in Mumbai, India, the site of a terrorist attack in November, was among the first public remarks from a senior British official criticizing how the battle against terrorism has been waged since 9-11.
