You can have image next to or above google ads but that image should not encourage others to click on the ads. It has an arrow pointing towards the ads and it says "Those good folks support our site so why not support them in return" which clearly breaks the TOS. According to google you can only have "Sponsors" or "Sponsored ads" as heading for your ads.
Yes it is pointing to an AdSense ad,the fact is they use rotation, so sometimes it is an AdSense vertical banner, sometimes it is another ad network, but sometime IT IS adsense and it is against ToS. I don't know if they are premium or not, but as an Adwords user, if I used the content network, I don't care if they are premium or not, I don't want publishers to incitate their user to click on my paying ad just to "support" me, thank you!

I have reported some other site, more than 2 months ago, and repeated it twice since, where the webmaster has a thread AND his signature devoted to say "click as much as you can, thank you" and nothing happens, adsense doesn't answer me, so I feel like shit, it's not my job after all. You tell me if I reported this particular one? no, but look: it's alexa ranking is: 5955, so for sure Google knows about it. You can see how far back it has been like this: http://web.archive.org/web/*/joblo.com the coupon picture can be seen as of april 2005 and I didn't look further, its not my job but it seems google doesn't do anything about it. And it's not only a question of premium or not, because the site I did report over 2 months ago is not a premium and the adsense blocks are still there and the webmaster's signature too, so it means they didn't even bother send an email to him.. So why did they make up this ToS in the first place if not to enforce it?
