Yes I think they re-introduce it for Personal PayPal Account only as I have no limit on my premier account which also verified with my personal account 3 years ago.

I think this news is good for other countries as well. My Paypal is already verified with a recent local debit Mastercard so I don't find the development exciting.

Is there any way to add funds to Paypal from the bank account without using CC? (I know there isn't, but I would like to see if anybody has tried to do it with success)

No you can't add funds to your indian paypal account from your indian bank account as that feature is not available as of now. Maybe in future they allow to do so.

    DON.

Yeah.... you can transfer the earnings from your paypal account to your bank account. It is a simple process and i have done it many times. First, your balance has to cross the limit that paypal has mentioned. Once you cross the limit you can give your bank account number and transfer the money to it. I know that Indian bank and State bank support this facility. But it is not free. Comission will be deducted depending on the amount you transfer.
I found the consumer reports and reviews of banks in a site, the consumer report of Indian bank and state banks are available here.
    Indian Bank-http://www.consumerdaddy.com/consumer-reviews-for-Indian-Bank-savings-accounts-p-592.htm

    State bank of India-http://www.consumerdaddy.com/consumer-reviews-for-state-bank-of-india-savings-accounts-p-843.htm
