It's a kind of option in this case which depends on Fifa's estimation if the rule should apply or not. In other words if it is a clear case of rassism it could well apply when proof is possible.

I'm 100% sure this won't happen. There may be personal action taken against Matzeratti, but the team as a whole won't be punished. If a player is found to have racially abused an opponent during a game they'll be sent off. The team doesn't forfeit the game. It'll be the same in this case, the player would get a ban and no more action would be taken.
according to Fifa, even when spectators are disciminating, spreading hatred and so on, the same rules apply for the team they support. Now, this championship was under the slogan "Say no to rassism" - and what have we got?
I think that is what the rule is most trying to address. But you can't tell me if one fan yells something, the team gets disqualified (that would be a litterally use of the rule, right?)
Not really, the team are forced to play games behind closed doors. I can't think of one game ever that's been forfeited because of the actions of an individual players racism.
British hooligans might be able to cause a ruling like this some day. Of course one is not enough (for spectators) For the actors I don't know
