    I don't know but it can be a few things:

    Either the merchandise is stolen or the guy is telling the truth about the partnership thing. Or maybe a scam, but I doubt it since you can hardly bypass paypal. If you don't receive anything, just file a dispute and you get your money back. So I don't think the seller would be dum enough to use paypal for a scam.
