Because of the expensive price people would assume that it does wonders, in reality it's just a little above than your average well-maintained web directory nothing more. Sometimes, BOTW will have this kinda of announcement by some people they pay to post in forums or blogs, though it is just my conclusion and there may actually be someone that will do it voluntarily who knows, but I always suspect that they pay someone to do this sorta things.
Every site that I have ever listed in BOTW has seen a noticeable improvement in the SERPS. Granted, they were not highly competitive websites that were listed but the result was absolutely positive.
I never understood why botw.org lifted their review price from $99 to $149 at the beginning of this year. $99 was a sweetspot price. $149 per year is TOO much. I think Yahoo or business.com are actually better value at $299 because they give much more power to your rankings than botw.
