Bottom of the page links

    Analyzing lots of the top ten sites for keywords I see backlinks from non-releated sites that are at the bottom of the page. For example you will see a block of links that point to Lemon Law, Paid Day Loans & Ringtones on the bottom of a travel site with a PR of 7.

    Since this is a pretty consistent format I figure it is some brokering agency, does anyone know where these links can be bought?
