It shouldn't be a problem. I access several accounts from the same computer / IP and I've never had any problems. I think the problems generally come into play when an account is accessed from many countries, or countries that are restricted by paypal.

I have access to several other's business accounts. I personally only have 1 account. I access five from the same computer on a regular basis. There's no way to be 100% sure, but I've never had any problems with using the same computer.

Make sure that all the accounts are properly verified and that you do not transfer money between yours and your brothers account.

You will need a registered business or an incorporate company with a company bank account if you want a paypal business account. As the withdrawal name would reflect your company's name, it may be rejected by your bank if it does not match the name on your bank account. You will need to check with your bank on how strict their fraud detection system is. If it is lax, they may allow you to withdraw as long as the bank account number matches.
