What can be done to forums, specifically vb forums to get a better page rank? Is it simply the contents of the threads?

Read up on what PageRank is and you will find the answer...

    Hint 1: Backlinks.

Hint 2: Nothing to do (directly) with the content.

    Hint 3: http://www.compar.com/infopool/articles/PR-calculation.html

Quality content will attract BLs naturally but it's the BLs, not the content, that determine PR.

Or actively do link acquisition campaigns by either paying for them, joining the Co-op network, submitting to directories or submitting press releases etc.

running the Co-op network, and have worked at building links for quite a while. PageRank is 3 right now, which isn't too bad.

Do remember that PR doesn't mean an awful lot in terms of traffic, conversion, ranking, leads etc. There should be other things to worry more about like ranking for the correct key phrases, keeping a lively community in your forum etc. PR should be somewhere at the bottom of your list of priorities IMO (unless you're selling text link ads based on your forum's PR or you want to increase your Co-op weight this way).
