It's the same. Google follows the webstandards and I'm sure they've integrated both versions in their crawling engine.

You can use either of them.

But some time back there was video in which Matt Cutts said google give a very slight preference for <b > tag over strong. But that might have changed.

well, I think using <strong> tag on helvetica is much nicer, and using <b> on sans is a good idea too... In seo, both can be beneficial to us...

You should use strong because bold is the older way of doing it and strong is the standard that will be the one chosen in the longer-term.

    Bold will be discontinued.
Strong will be the correct way.

As stated by NaughtyNeo, matt cutts said there's a preference for b tag at the time of the video. However if you want long term results, i'd say go for strong tag instead.

You see, bold is the attribute of a font, while strong is the attribute of a text. If you intend to have your site suitable for disabled persons you should prefer <strong> tag in all cases, because some narration software makes an accent on that text when reads it. It is also a standard nowa days. Use <strong>.

My personal opinion is that bold is an old technique, but should be used when trying to make your site more aesthetically pleasing to the eye, strong tags should be used for SEO purposes as SE's will pass more weight to a keyword in a strong tab then in a bold tag, but choose your strong tags carefully.

You could also consider a styled H1 or an H2 tag if you want to emphasize a -limited- amount of text to SE crawlers.

For SEO, use <strong> to highlight keywords you want to point out to google. Beside that you can also use H2 tags for titles to emphasize them...
