To use the importer with Blogger you must have a Google account and an upgraded blog. If you have an old-style Classic template you will need to switch to the new Blogger Layout style. The blog must be hosted on BlogSpot, not externally via FTP, but can be done with a little work.

Here is a decent How-To article: Blogspot to Wordpress

Importing the data is actually the easy part. But if your Blogspot blog is fairly old and has a considerable amount of backlinks pointing at it, those will NOT be transferred over.

Also remember to use the same Feedburner Url to retain your readers, if you have a Feedburner account that is. If not, then your feed Url will also change and your readers cannot find you. In this case, make a new post at Blogspot and give them the new Url for both the blog and the feed.
