If Google is so against links that boost PR, than why don't they make all blogspot blogs automatically nofollow. They own blogspot and 95% of the blogs are splogs. Do you think they are thinking about doing this?
There is a good use and bad use of outgoing links. If I find a site useful and like to share it with the readers of my site, I should be able to do that. But selling links to other people for increasing their PR isn't good to Google--two reasons they think its bad; 1. It makes it difficult for them to have an effective ranking. 2. It hurts their business.
you can still share links with your readers, they just wouldn't count in Googles eyes and maybe it would cut down on SOME spam.
They wouldn't make all links nofollow across blogspot as that would be quite unethical. Countless blog owners would move their blogs and Google would have tarnished their reputation. Google knows they have to accept that a lot of the blogs on blogspot are spam. Google isn't against links that boost PR. They are more against unnatural linking such as purchased text links.
