A agree with Matrix. I think if it was just on the homepage it would be better. I think it hurts a little to get them from every post. Plus, it makes it harder to find new backlinks if you have many different blog roll links.
On the contrary.... I find the blogrolls good simply because they are sitewide and makes our desired links visible to our visitors... on each and every page! Regards, RightMan
I think it's good specially if it's relevant, does not matter whether be homepage only or sitewide, your call. Don't let Google dictate on what you can or cannot do, remember their motto "Don't be evil", just that people are paranoid. I have it set up on my "popular blogs" linking sitewide and no harm that I can see and has been well over a couple of years now.
It is depends on how relevant regardless the type of them, whether sitewide or homepage. If those blogs has its own quality in links and content, plus relevancy, then it would be no harm for your site. It has some exception for identical patterns, ie. cross linking between blogs you owned under the same class IP hosting.
In general, blogroll links are good for SEOI, but I agree with matrixsoftwarez that homepage links seems a little bit better.
To make an example on why it does not matter. They call it:Blogroll,Resources,Links,Partners,Advertisers,Networks,Friends, etc,.. and it doesn't seem to have any effect on them. Popular blogs that link to other sites or it's own network of blogs sitewides: http://www.smashingapps.com/ http://webdesignledger.com/ http://10steps.sg/ http://www.brushking.eu/ http://www.cssreflex.com/ It's your site and you work hard at it and you should be in control on what goes in it and what not, tell Google to *uck-off! if they care, but I really think people are just paranoid and or lacking knowledge and make things up or just read it in some SEO blogs and they repeat what they've read to make themselves smarter or knowledgeable. Experiment, put some time in, trial and error and sacrifice, then speak up and spread what you know, until then, hush-hush baby!

I have no offense with you and do like your reply personallyas it always useful. However, I would disagree a little on this post. These sites you mentioned may be owned by the same owner, but they are at least hosted under different class C IP hosting. You may never had a bad experienced of cross linking between sites under the same class C IP but I had once before since 4 years ago. That's why I do recommend peoples to avoid use this kind of linking anyway.
And how would you putting external links on your website raise your PR? Please think before you post mate Blogrolls have no relevant effect on your SERPs. Many of the top blogs sell adspace and blogroll works in the same way.
