Honestly, there are really only four requirements to generate high blog traffic:

2. Make sure to post something on your blog (even if it's just a 2 or 3 paragraph post) every day.
3. Make sure to notify Google and Bing about the new posts via your Webmaster Tools.
4. Use social share platforms like StumbleUpon, Reddit, FaceBook, Twitter and LinkedIn to promote your posts (one share on each website per post)

Follow these 4 steps and within just a couple month, you'll see the effects, I guarantee it...

Look at my own website, Jameyson's Blog, as an example. I have only been running my blog for 2 months, yet I get roughly 300 - 500 visitors daily and have a world rank in the 800,000s. I don't really promote it (except for the signature links here and via my social shares) and I really don't seek out backlinks, but I still get the traffic and some backlinks have begun showing up.

It's really just about the quality content and the frequency with which you post.
