[Blogger] New blog members admin permission

Hi!
I have a blog on blogspot, I invited my friend to it and made it admin. But when he login in he cant modify nothing, he can only make new post. From the faq of blogger I read that if you made admin someone he can modify all.

I hope you understood what I mean lol

yep I read it, I made my friend admin but he cant modify other post or change blog settings :|

maybe I need to contact blogger :\
