I daily come across 10's of blogs which are on blogger and filled with pirated movies but when i try to report them to google all it says is are you the owner of the content and as soon as you say no you are not Steven Spielberg they give a response saying we can't do a thing about this piracy we just love free movies.

You would need to report your findings to the copyright owners who then will file reports to Google.

I am just explaining why Google won't take your complaint directly. Only the owners of the content can make a DMCA report with Google, not you.

Blogger.com is full of pirated content and stolen articles. Pirates also use WordPress. DMCA notice can be filed only by the copyright owner. Makes sense as the complainant needs to prove the ownership of the content in question. Maybe, there should be a FLAG option to report piracy.
