your targeted keyword put on in Content and then use that keyword in off page Submission. Do blog, italic, link on keyword and put on alt tags on you anchor text.

I don't know about blogger or blogspot but I know much in wordpress, very easy to customize for SEO On page, I can get more $$$ each month because every post in the google top ten with keyword targetting. I have write my experience in one ebook, all my experience here, so this ebook base on my experience. I do some act for SEO On page and SEO off page. I can make new domain index by google without submit but just to do SEO On page and SEO off page.
You can target your keywords in putting it in you contents and meta tags. If your doing directory submission, use those keywords but keep in mind that you follow the minimum requirements of keyword which is 15 up to 20 in meta tags. Also, you can put your keywords on alt tags on you anchor text or images.
I haven't seen blogspot that can have different meta description and meta keywords per post. But this is possible in wordpress.
