    Blog = website, website = blog :) Fresh pages rank a bit better than old ones, so if you update your blog regularly you will get a bit more traffic. If you stop, the traffic will also drop to the normal website level. When it comes to SE rankings it doesn't matter if you have a blog or a website, it's all the same. Other things are important here.
    I would say that blog means constant work, website means build it, optimize it, forget it.

    Your website can use RSS and pings. So it depends on your sub-structure. As bingokid said, blog is a kind of web-site. I experienced that my fresh web-site indexed in 1 day also my fresh blog indexed in 1 day too... So you can't say "that" one is faster...

    Originality of content, fresh content and "site" sub-structure are the key.

    If your site is updated regularly, then definitely website gets good ranking compared to a blog. Ultimately, rankings are dependent upon content.

    Just because you set your site up from blog software such as Wordpress does not mean you have to keep posting to it. It will act like a regular website, or mini-website. Like any website you need a lot of good content. It will not drop in rank simply because you quit posting to it. Google looks at it as it does any website. Google does not say "I see this person has a blog type site and hasn't posted in a while." With a Wordpress site you get the advantage of built in SEO, RSS feeds, etc., so it is easier than building a regular website as long as you can fit all you want to into the available Wordpress formats. Simply take a good Wordpress format and change it to look like a regular site. That is what I do.

    Blog can Rank Faster while a Website with own registered domain always gets Higher PR :D:D But what will you do with High PR site when you got very few Traffic compared to a Blog with PR1 that have 2k UV/day

    You say that every blog is SEO'd well and websites are not?

    I think blogs are better than websites for ranking in SE's, but not because a blog is meant for SE's. You can set up a blog and update it twice a year, but in that case there's no difference between a blog and a website.

    A blog ends up high faster because it has a many pages with a lot of content, and it's updated once in a while (some every day, some once a week, it doesn't matter, it's fresh content). SE's love content, and 10 pages with a lot of content got more content than one page, no maths needed for this. Make it regularly updated content, and SE's are in heaven with your blog :)

    You build a website using blog software, but using blog software doesn't make the website a blog :)

    My definition of a blog is: A website/webpage which is made to be updated regularly. You can update it every day, every two months, or whatever you want, but the intention is to update it regularly and easily.
