Blog Tags Dupe Content Question

    Hi all,

    I have recently come across a blog in a subject I like, also with the intentions of starting off my own blog pretty soon. I came across the site, its a pretty decent blog I like to read and it gets high traffic with something like 30,000 backlinks, 12,000 alexa rating, etc.

    What I dont understand is, they use some sort of tags plugin to link certain words in a way that Wikipedia does, the tags trigger the search mechanism that looks for posts using the keyword in the tag link. Whilst they are not linking to exact pages, it is creating pages within Google under the keywords they link.

    Here is my question, that is sure to trigger off the duplicate penalty issue within Google right? I checked, they dont use nofollow techiques, dont block them with robots.txt, the keywords they linked are listed in Google as pages, something like 7,000 pages listed, and each post i read can sometimes have up to 20 tags linked. Its like if I link a search query from one of my blogs for the keyword 'widgets', Google will pick it up as a page, but it surely must be using the same content and will be penalised?

    I'm new to this blog game so its one for you blog boffins, I hope it makes sense anyway.
