    When you create a WordPress blog, you ARE the admin. It's your own.

    If you are talking about making a blog post on THIS site, you can't... sorry.

    You can also use this one http://www.blogger.com/. It is also so good. For blog post sites, you don't have need for any designer who design your blog. Actually you can set your blog page as you want because you are the admin after creating an account on the blog post site.
