Have you been to YouTube.com or Vimeo.com? Well anyhow, not sure what kind of videos youre going to collect but youtube is the king of all videos. Unless you will create a sevice that couldnt be done with youtube then thats amazing. As for the site. You can start small with just a regular hosting as you test the waters.
Caution when it comes to collecting video's online you will find that they use up a lot of bandwidth and even though hosting says its unlimited in the fine print it states that you are actually allocated a certain amount before they might start restricting it. You might have to look at getting your own servers but that will cost a lot. Till then make sure you read the terms and conditions of your hosting providers and find out which ones are most lenient Regards Konrad
Sounds like you are seeking a niche market. From my experience I would have set plan as to how you are going to have your material to post and who is going to make it. Nothing worse then jumping into building the website then being burnt out you don't have any decent content to post for weeks on end. Post for love and then everything else will fall into place.
