I have no clue what your blog is about. So unless your blog is about some highly specialized niche, and your visitors are gonna come from some where other than SERPs, then you really need to be more descriptive and write more.

Nothing much to say about the design. Its a basic template, so it really depends on what your planning to do with this blog. If you wanna monetize it, than you havent barely even scratched the surface.

Submit your blog to Mybloglog and Technorati. These two are good way to increase backlinks.

 

Submit your blog to most of the reputable rss like feedburner, submit to Ezinearticles and goarticles, web 2.0 and see if your traffic gets any better.

To generate traffic, you can try on article submission, forum posting, and yahoo anwering. Of course, dont forget about SEO.
By the way, fisrt you need to do is add more unique quality content
