    I could find you sites with PR1+ inner pages. They'll be on specific niche to meet your need. And I could garantee that there won't be more than 50 OBL on the page I comment. So there won't be hundreds of thousand other comments.
    But I can't garantee they are not instant approval blogs, as it depends on your keywords and the search result.
