Different search engine treat blog comments differently. SEO aside, blog commenting can be an effective way to attract traffic through direct referrals.
want proof you are wrong OP? query for the top kws competition wise: something like buy viagra, auto insurance etc, and load those sites in yahoo site explorer and look at the backlinks / IBL's....aside from the big corporate sites, you will see a TON of blog commenting et al links. Sorry...they still work

Its useful if they are relevant post and not spammed. In a moderation blog they will not get approved anyway.
If you have comments on do follow blogs and they are really some quality blogs, appearing in search results then it will surely affect your rankings.
Even if blog commenting has little to no value for SEO or passing PR, it is definitely a useful marketing tool. I'm not talking about spamming without reading articles, I'm talking about spending some time each week to read relevant blog articles within your niche and making helpful, thoughtful comments that show your expertise. Do-follow or no-follow, we use blog comments to connect with new people, give some advice, take some advice, and learn. Afterall, it's called a web because you're meant to connect with other people.
I have very little luck moving up in the SERP rankings lately using blog commenting. Seems like its lost some of its juice.
