It's true that consistent blog commenting on relevant blogs can boost your SEO. What I often see though is 'drive by' commenting that adds no insight or value, and is posted purely for the signature link. It's tempting to do that of course for time reasons, but it's a false economy. Try to add a particular thought about the thread so it adds value to the discussion. The only ethical way of doing it is not using a tool that writes inane remarks like "I agree that Google AdSense can make you a lot of money." and then link a client's URL as the poster. If the writer of the comment has a genuine comment on the article it would be several sentences and not repeat something already in the post. In other words, an SEO agency isn't likely to give value to a client using this tactic.

Yes, you'll still receive link juice from the blogs. But is it really that hard to find blogs in your own niche? Go to Google Blog Search and throw in some of your keywords. I'm sure you'll find a tons of blogs that allow comments.

In my opinion it is hard to do this kind of blog commenting because 1) many blogs are no-follow and also 2) your comment usually must be really good and helpful for the readers to not be considered as a spam comment by the blog owner
