I have a blog commenting SEO service, I have a network of about a 1000 and growing blogs and use proper anchor text and it works. My blogs are aged and high PR though so this makes a difference. So in my experience blog comments work.

Blog commenting helps you display your link as long as you are not spamming.

Well, if you start a new discussion thread that points to an interesting article on your website, then that will appear to be less "spammy".

Fundamentally an accurate statement but "less spammy" is still spam and should not be done. I don't know what others do but when I get that sorta stuff I usually send folks a not so pleasant letter, flag them on WOT as spammers(the site they are spamming) and so on. Hopefully its a growing trend.

Blog commenting is also a powerful tool to create back links but you need to use tips and tricks to use it. Be a part of the blog, post your comments related to write-up only and then you can also leave your website link through anchor text strategically.

It depends if the blog is a do-follow or not, if it is a do-follow you get a backlink that is indexed and given relevancy to your site
