    Site A 1000 Unrelated backlinks
    site B 100 Related backlinks

Site B will most likely be ahead in the SERPS because of backlinks relevancy to site.

Yes its Fact Related backlinks Are good for SERP's But i want Backlinks to Gain High page Rank, Then Unrelated is also Useful so this is not a big issue.

Yes, Both are useful. However, unrelated backlinks will help you to increase the PR, as well as related backlinks will help you to increase the PR + good rank for anchored keyword in search engines.

But, As far as I know, getting related backlinks are little hard than getting unrelated backlinks :p

If you want a High PR not for traffic purposes then that's fine. I rather have traffic and don't care much about PR.

For SE's, it is best to have a mixture of nofollow/dofollow links in order gain authority.

in case of blog commenting ...most of the comment links are no follow and you will not see those links counted in Google especially ...yahoo and msn is still preferring them...it does not matter that you link is from relevant site or inrelevant ...it should be do follow for google ... relevant back links will help you to improve your search engine ranking ....

While it may be good for a back link, since it's not related to your niche you probably won't see any visitors from it so you would be better off posting in blogs that are related to yours.

I encourage you to comment on do-follow and niche related blogs. In some cases, a site could have high page rank with less strong backlinks

It's better to get links from related blogs. If you are spending the same time in getting both type of links, why not get the better ones.

If it's unrelated niche with different keywords, the benefit that it brings won't be that great. However, I don't think google will actually ban or somehow consider this as blackhat unless the incoming comment links are from x-rated, warez, illegal sites.

Yes, if the blog is dofollow. However, there will be less effect to your blog if it is non related
