It really depends on your choice of keywords and quality of traffic.

If ur keyword is low paying, then obviously ur ads will be low paying.

    okay...how about a useful answer:

Visit the site advertising on your pages (don't click the ads, use one of the allowed methods) The sites that look like they may be advertising just to get you to visit their site and click THEIR ads are often low paying. After a while you can recognize these sites easily.

Then go to the Competitive Ad Filter in your adsense control panel and enter the website address in the list. This will prevent ads from those websites showing up on your pages. Hope this helps.

I've found and used a site called adsblacklist[dot]com. They generate lists of low paying ads in relation to your keywords. Then just cut and paste the list into your filter. It seems to work well.

One day it works, another day you'll see new low-paying ads on your website... It's not worth your time at all.

I kind of agree with this. I have filtered out tons of site just to get new crappy one to take there place, better to focus on other things.

You can't filter out every low paying site, because every day there are many more. The ones on the site I mentioned are the big repeat offenders, so it does help...a little.

It's your keyword choice and the quality of your traffic. You can't block anyone, except for competitor ads.

Yes you can not completely finish them, mostly of them are MFAs and they pay less.

You can block any site you want, not just "competitors"

Yeah you can block any site. And I have done it. And done it.
And done it. And done it. Until I realized that for every one I
block, 2 more pop up. I don't get it. Normally the 2 that pop up
in place of the one blocked is 10 times worse. Very irritating.

Then I gave up and cleared everything. If the top paying links
always show up due to the bidding process, then it doesn't
really make sense for me to block anything.

I've tried to tweak keywords and nothing like that worked either.
So, I let the chips fall where they may. Can't say anything has
    made much difference either way.

Some days are good, some days are bad, and some days are
    downright disgusting.

I should also point out that you don't really know what pops
up for 100% of your visitors.

    I don't think there's a way to do it
